♪ good morning, everyone. i'm sue johnson live in concord where a lot of passengers are breathing a sigh of relief. a train derailment that had things closed in concord, things are back up and running. >> thousands of people are evacuated from neighborhoods around a nuclear power plant in japan after an explosion there. engineers are trying to stop nuclear meltdowns from the earthquake in tsunami. >> prompting santa clara county to launch a new notification system for cellphones. >> here's a live look at a foggy bay bridge this morning. we have lingering moisture that's going to create more fog during the morning and -- golden gate bridge, i'm sorry -- live doppler 7 hd to see where the rain is right now and where it's going. >> mike, also a fog advisory, that issued by the chp with bart

back on time. >> frances, thank you very much. thank you for joining us on this monday morning. i'm eric thomas. >> i'm kristen sze. all waking up a little foggy this morning. you might be, too. it is 5:10, not 4:01. >> that's kristen sze. let's get to the news this morning. good news there for east bay bart riders. the concord station reopened an hour ago after crews worked through the night to clean up damage from a derailment yesterday. two thompson is live at concord bart. sue? >> good morning, eric. this was closed but they were able to get things back up and running for the concord station in time for what no doubt will

be a busy commute. to make that happen crews had to work all through the night to get the derailment fixed. a bart train headed for sfo just left for the station. they switched to a single track mode to move around work happening on another track. 65 people were on board, three people suffered minor injuries. the derailment forced bart to shut down service for some 19 hours, and they just reopened and got things back up and running about an hour ago. those on board that train yesterday described what happened. >> it was like i was moving back and forth. i thought maybe the tracks weren't clear. it seemed like he kept on braking or something of that sort. >> the big job now for bart is try and figure out exactly this die railment happened in the

first place and they were down some 19 hours. investigation for bart as well as state investigators were here yesterday. they may not have answers for a couple weeks now. but, again, the big news here this morning at the concord bart station and service has been restored after things were shut down from a train derailment. it's a huge relief for thousands of east bay passengers. >> sue, thanks a lot. new information out of japan. fuel rods at the troubled nuclear reactor has been fully exposed raising the risk for overheating and a meltdown. there was a new blast. 11 workers were injured. the other two reactors of the plant are facing a meltdown. they're moving to cool them with seawater. they discovered low-level radioactive contamination.

officials now say there are about 2800 people confirmed dead in japan after another 1,000 bodies washed up along the coastline. rescue crews including some being sent from california continue to look for survivors. we get the latest now. >> plumes of white smoke over the nuclear power plant monday, the blast is the second at that facility since saturday. radiation levels outside the plant remain elevated. but the japanese government says the radiation released in the last does not pose any immediate safety or health risks. people there aren't so sure. >> i want to know what's going on. i'm scared. >> experts say the threat of a meltdown is still very real despite ongoing he was to cool the core with seawater. the quake knocked out the

facilities electricity. the tsunami flooded its backup generators. >> they generally have onsite electrical generation. but what happened with that tsunami, i have no idea. we never anticipated that tsunami. >> meanwhile as the search for survivors continues, japan's prime minister made a plea for strength to his people. >> i am confident that the japanese people can be united to work together to get through this difficulty. >> nearly 70 countries around the world pledged to dedicate emergency resources to the hardest hit cities. i'm greg black reporting. >> it's 5:05 now. google is providing several before and after satellite images of the areas devastated by the quake and tsunami. the region's lush, green landscape has been transformed to a brown canvas of

destruction. here's another one, a fishing village and here it is afterwards. this village is virtually flattened by the raw power of the waves rushing in. >> santa cruz harbor remains closed as crews try to clean up after the tsunami hit us. estimated damage will top $17 million. the tsunami destroyed 18 boats. a team from the army corps of engineers will sweep the harbor to try to find those vessels. it's a similar situation at the harbor in crescent city near the california/oregon border. 11 boats sank, 47 others were damaged by the surge of the tsunami. docks have been severely damaged. the harbor remainsclosed as well. >> japan's earthquake and

tsunami are calling attention to the need for emergency alert systems. the south bay is kicking off an effort to help cellphone users. they're trying to get them to sign up for alert scc. with so many people getting rid of their home phones and only using cellphones, city officials say it's important to sign up for disaster messages services. you can find a link to more information on our website. >> the annual commemoration of san francisco's 1906 earthquake will be dedicated to the japanese quake victims. this year it's the 105th anniversary of the quake that devastated the bay area. every year the city marks the moment the quake hit at exactly 5:11 a.m. on april 18th. this year the day of remembrance will focus on the japanese victims and on the threatened cuts in california's emergency preparedness budget. just to kind of compare the two, the japanese 30 times more

warmer than they were this time yesterday. 60 half moon bay and clear lake the cool spots. the rest of us in the low 50s with peeks of sunshine this afternoon. let's map out the next seven days for you. the morning rain becoming mostly cloudy in the afternoon. rain tomorrow. it will taper on wednesday. a small chance of rain on thursday but the bulk of the next system will be friday, saturday and sunday and temperatures at least 10 degrees cooler with highs in the low to mid-50s during that time frame. >> getting word from bart now there are actually 10 to 15 minute delays from san francisco into daly city. this is due to a separate problem not related to the train derailment because everything is running through the concord station. a live shot of the bay bridge toll plaza where we thought we saw a car turned around. no delays at all. just look out for some ponding

seawater to cool them down. one lab is monitoring the radioactive material. risk to the u.s. is said to be slight. millions of people spent a third night without water or heat in the near freezing temperatures. a tide of bodies has washed up along japan's coastline and rescue workers have run out of body bags. this volcano in southern japan from the quake-ravaged city. a series of eruptions yesterday. experts say it's unclear if the eruptions are linked to the quake. seismically active zones where earthquakes are common. >> in libya moammer gadhafi has driven rebels on one of their last strong holds. government forces pushed 25 miles into opposition territory

after hours of heavy fighting at the oil town of braga yesterday. the rebels lost a vital source of fuel for their vehicles and puts the military less than 150 miles from bengazi. >> a date set for a second hearing for hikers accused of spying. the justice department says it will be held may 11th and likely take place behind closed doors. jane bauer, josh patal and sarah shourd have been charged with espionage. two pleaded not guilty in the first hearing. shored was released on bail back here last september in the bay area. she pleaded not guilty. >> state department spokesman p. j. crowley is out of a job after criticizing the handling of the

let's take a look. mild temperatures to it. you won't see that this shot but you will see how the rain has kind of left san francisco right now but there's some lingering rain, even drizzle and following developing across the rest of the bay area. a round robin to san pablo bay into the delta communities. healthy radar returns moving right up 80. the western sections of the contra costa and alameda is going to get wet pretty soon as is the san ramon valley. around the bay from san francisco, ought san francisco to san leandro and also oakland, moss beach and one last stop we have a little bit through the altamont pass and out in the sunol grade we have some light rain. the bulk moving into the central valley and snow up around the sierra. everybody else the mid to upper

50s along the monterey bay and temperatures mid-50s there. we will see a little sunshine during the afternoon hours as a brief break from the wet weather rolls in. the drying tend, it goes away tomorrow as more rain rolls into the forecast. let's chance wednesday and waves of chilly rain for friday, saturday and sunday. not going to feel spring-like at all. mid-60s. the peninsula upper 50s along the coast. through the north bay valleys with upper 50s at your beaches. valley have mid-60s spilling into the east bay valleys and for most of the monterey bay and inland we'll have mid-60s, carmel the exception 62. will be partly sunny in most neighborhoods this afternoon except some of the coast where that fog will linger. the cold front brought us waves of rain today. today a little drying trend but notice the high clouds behind

this system. that's our next storm. let's see how is rolls in here. here we are from last night through the morning hours. the tapering of the morning hours. as we head through the afternoon hours, looks like things are going to dry immensely. we may be talking about more wet weather and especially for the evening commute. once that passes we'll try to get wednesday and the better part of thursday in dry and friday, saturday and sunday the temperatures in the 50s with highs and a whole lot of rain rolling in. >> back to bart there are delays this morning at west oakland heading today san francisco but trains are running through concord. this is totally unrelated to the train derailment that stopped service through the area. traffic is light.

♪ good morning, everyone. i'm sue thompson live in concord where crews spent much of the night to try and fix a derailment. after 19 hours shut down here in concord things are back up and running. >> in japan, engineers are racing to keep the reactors at three power plants from melting down. government leaders say the delegate toll will climb to about 10,000. >> santa cruz engineers will conduct a sonar sweep following the tsunami followed by japan's earthquake. >> remember that rain we talked about friday.

damaged reactor fuel rods had been fully exposed raising the risks of overheating and melting down. uss ronald reagan has been exposed to the radiation but from no damaged reactors. we get the latest from japan. >> an explosion ripped through another reactor at the plant, something officials warned could happen following the first explosion on saturday. the reactor's had little damage but there's reason for concern. >> we are at a reactor tipping point. either the next 24 to 48 hours they're going to get control of these reactors or you'll get meltdown at one or more reactors, a completely unprecedented situation. >> there are now new jersey that six reactors, two different

power plants, hundreds of thousands have been told to evacuate. the disaster was cleared sos. but the message to deliver help has been difficult. a number of people are homeless in makeshift shelterers. there was a shortage of water, food and power. gas lines stretched for ten city blocks. this mother said i didn't know what to feed my baby. i didn't want her to get dehydrated. it shows just how fast and terrifying it was. but amid the destruction, stories of amazing survival. people stranded on a roof near a school spotted mud and debris in a car with people. they had been stuck for more than 20 hours with no food or water and near freezing temperatures. despite all the fears and

frustration, we have seen the amazing resiliency of the japanese people, complete strangers just helping each other out in this time of need. we nearly ran out of gas when somebody offered to fill up our tank saying he wanted to do is because he loved americans. he said he wanted to lend a helping hand. abc news, japan. >> it's 5:33 now. this morning a team of engineers will conduct a sonar sweep to locate a dozen vessels unaccounted for. friday's ocean surges sank 18 boats stocked in the harbor. only four have been pulled out so far. one of the biggest concerns is fuel leaking out of several boat engines. >> what's really good about the pleasure boats is they don't actually have a lot of fuel in them. they've got booms around them to contain all the fuel. the salvage companies worked really well to try to contain

nearly every drop of fuel. >> officials say other boats sustained damage including cracked hulls, broken masts and rudders. the total cost is to top $17 million. >> bart service is back to normal after a train derailment west of concord. the reason is still a mystery. sue thompson is live at the bart station where crews worked through the night to fix things for commuters. >> the investigation continues but that is the good news here from concord this morning for some 10,000 passengers for this morning commute is that service is back up and running here at the bart station in concord but crews did spend much of the night in order to get those trains back on track and fine for the commute, all because of a derailment happened sunday morning. a bart train was just leaving the concord station at a slow rate of speed. 65 passengers were on board when

two of the cars came off the tracks. three people were hurt. the derailment did force bart to shut down service some 19 hours. they were able to get things back up and running about an hour before this commute started. there was concern it would impact 10,000 passengers. they had a backup plan ready to go but this morning they didn't need it. bart does not know why this derailment happened but reported the operator had just switched to single track mode to move around some other work on another track. >> single tracking. and when it was crossing over to go into the single tracking mode, that's when this slow speed derailment happened. >> and so while service is back up and running here at the bart station in concord, that is the good news. they still have to figure out why this happened.

investigators from bart as well as the state public utility commission were on scene here all day yesterday. they will take their data that they collected yesterday and it could be several weeks before they come up with any answers. sue thompson, abc 7 news. >> there's a new delay on bart that frances is going to tell you about coming up right now. 5:36 we have this news. hundreds of students from evergreen valley college are gathering in san jose for an education march and rally to be held in sacramento. buses will take them to the state capitol where they will march and meet with lawmakers 11:00 this morning. you're looking at live pictures gathering at the state capitol. this is a call to action over proposed fee increases. >> really outraged by this. we definitely have more energy out there. just to show that 4:30 in the

morning, a lot of students. >> remember, these students are from evergreen college and san jose city college. they'll go to sacramento to encourage politicians to continue supporting funding for community colleges, pass the california dream act and keep the education fees low. >> comes at a critical time for lawmakers to strike a budget deal that could include a five-year tax extension measure in a june special election. governor brown and lawmakers are intensifying their efforts. the tax extension is a cornerstone of the governor's plan to address the $24 money 6 billion deficit. it calls for deep spending cuts. >> 5:37 now. let's see what's going on with the weather now. we know it was foggy and rainy

earlier. >> you had to slow it down because the road was definitely wet. rain is tapering. more fog will develop. the system is moving away so we're just on the tail end of the precipitation. it should start to wane about 8:00 to 9:00. you see high clouds starting to roll in. talk about an active week of wet weather last week and sure enough it is here. it starts with more scattered light rain from about i'd say sausalito over towards richmond right up 80 and southward. put this in motion. you can see the last hour or so the radar return kind of picking up a little into the cold front moving across the area. we may have more than drizzle, even light rain for the morning

commute. lingering degrees, mostly cloudy. temperatures mid to upper 50s and by the afternoon hours we'll call it partly sunny and temperatures back in the low to mid-60s. so it's going to be very mild in the afternoon. let's take a look what is going on and look at this. rain possible tomorrow, rain possible in the north bay wednesday and thursday. all of us get chilly rain friday, saturday and sunday. each and every day has a chance of rain in it. here's frances with those bart delays. >> reported from west oakland due to equipment problems on the tracks. a couple new problems northbound 17 at the redwood estates. we're hearing an accident is blocking a couple of those lanes. traffic is going to slow out of the santa cruz mountains. there is a new accident in san jose, north 101. this one luckily is on the shoulder. as you look at the speed

>> good morning. it's 5:43. tomorrow pg&e's deadline to supply documents verifying the levels in the pipeline system are safe. part of the process involved 300 workers sifting through thousands of boxes of documents at the cow palace in daly city. the order comes following the september 9th san bruno explosion that killed eight people and destroyed three dozen homes. the state public utilities commission could order pg&e to conduct expensive and time consuming tests if the utility doesn't prove it has set safe pressure levels. >> tomorrow the san francisco police commission is expected to submit the names of us to three finalists for police chief to ed lee. the police commission conducted final interviews over the weekend. five included men, women from inside and outside the

gate bridge where we just had a little light rain shower go through. it was foggy until that shower went through. i expect more fog to develop the next couple hours. the cold front is moving right across the bay area. you can see it kind of crossing the san pablo bay. slow down, take a deep breath. rain across the richmond san rafael bridge. as you look over the last three hours or so, we did have a tapering but now the front moving through with all this moisture. an uptick of light rain before it tapers again at lunch. monterey we have either 66 to 58 degrees. even peeks of sunshine this afternoon as the drying trend moves in. rain is back in the forecast tomorrow. it will taper thursday and friday but it's still in the forecast and waves of chilly
